A Stronger State-Federal Partnership

This morning in Washington, D.C., I gave testimony at a hearing of the Senate Judiciary Committee which I hope will lead to increased cooperation and resources from the federal government in our work in restoring the rule of law in Colorado City and among followers of the Fundamentalist Church of Jesus Christ of Latter-day Saints. The hearing was titled, "Crimes Associated with Polygamy: The Need for a Coordinated State and Federal Response." That need has been recognized by Senate Majority Leader Harry Reid, who convened today's hearing and introduced legislation this week that would be helpful. His bill would create a formal task force within the U.S. Department of Justice to work with state law enforcement officials. It would also provide $2 million for social services for victims and another $2 million to support efforts by state and local law enforcement agencies.

I began my testimony by underscoring two important points about Colorado City and the FLDS Church. First, I was not talking about the Church of Jesus Christ of Latter-day Saints, commonly known as the Mormon Church. Second, the work done by my Office in Colorado City is not about religion, culture or lifestyle. It is about protecting women and children from domestic abuse and sexual violence; combating fraud and public corruption; enforcing civil rights; upholding peace officer standards, and ensuring that the rule of law is fairly applied.

I sought to explain how increased federal cooperation and resources from the federal government could make a significant difference, not only in the investigation and prosecution of crimes, but also in protecting potential victims of abuse. To cite one example, the FLDS Church has multi-state business operations which may not have reported taxable income. Federal agencies are best equipped to investigate these tax issues, uncover irregularities and prosecute violations.

For too long, FLDS leader Warren Jeffs and his predecessors ignored and violated the law. Over the past five years, much has changed, thanks in large part to the outstanding partnership between Arizona and Utah law enforcement agencies. Working together, we have prosecuted crimes, developed a multi-faceted safety net for victims and established a permanent physical presence for law enforcement and social services in Colorado City.

This important work can be further enhanced by increased federal participation. Today's Senate hearing and the newly proposed legislation are major steps toward making that happen.
