DESCRIPTION - Position is responsible for accounting, budgeting and purchasing functions for the Criminal Division. Responsible for complex work related to planning, directing and coordinating the Division’s budget which includes personnel, professional outside services and related legal expenses, long-term encumbrances, expert witness contracts and undercover expenses in support of criminal investigations. This position will work closely with the Office’s Financial Services Section to provide information necessary to prepare various financial reports.
The Criminal Division has 15 grants/intergovernmental agreements which provide funding for prosecution of drugs, criminal gangs, and money-laundering crimes; Medicaid fraud; and services to victims of crime. This position will be responsible for ensuring that the Division’s grant-funded programs are in compliance with grant specifications. This position requires an understanding of the intricacies of grant-funded projects and programs. Prior experience in seeking and writing grants is strongly preferred.
KNOWLEDGE, SKILLS & ABILITIES – Knowledge of generally accepted accounting principles; effective practices of research design and statistical analysis; and extensive knowledge of the principles and practices of government finance and operations. Skill in the development and control of budgets; effectively interpreting and analyzing program requirements and data; effective oral and written communication; preparing business correspondence and comprehensive reports; and developing and conducting effective presentations. Ability to provide the knowledge of government budget and use good judgment and analytical skills in making recommendation to management on budget requests, budget problems and general budget questions. Ability to establish priorities and work with minimal supervision; solve problems; and interpret/follow all guidelines required by grantors in order to maintain compliance.
EXPERIENCE AND EDUCATION – State, county or local government financial experience strongly preferred. Degree in Accounting or Finance required.
This position is not covered by the State Merit System.
